Q 1 What is Encumbrance Certificate (EC)?
Ans Encumbrance Certificate (EC) is a record showing registered transactions pertaining to a property.
Q 2 How to obtain Encumbrance Certificate?
Ans Encumbrance Certificate for the period from 1-4-2004 to present can be obtained by submitting application online.
Q 3 Why citizen needs EC?
Ans An encumbrance certificate is a record showing registered transactions over a property.
Q 4 How to register first-time users?
Ans For the first time users go to the Kaveri 2.0 portal URL:” https://kaveri.karnataka.gov.in/landing- page” in any of the browsers and click on the register button, enter the citizen details which all are mandatory fields, then citizen will get the auto-generated password to your register mobile number/e- Mail ID. After that, you can log in to the citizen page by using your email id and generated password to avail of the services.
Q 5 Can we change the languages when citizens enter the page?
Ans Yes. We can change the languages on the home page and also after login to theapplication byselecting the language change toggle button which is present at the top of the page for both English/Kannada.
Q 6 Can we reset the password?
Ans Yes. Post login to the portal there is an option called “Change password“ by clicking profile/account which is present at the right top corner of the screen to reset the password by providing  the  Old password & new password then click on Change, after that, you can log in to the portal with a new password.
Q 7 What are the Formats of Encumbrance Certificate?
Ans a. For Searches made on the basis of property details
(i)Form No. 15 : Encumbrance Certificate
(ii)Form No. 16 : Nil Encumbrance Certificate
b. For Searches made on the basis of Name
Form No. 17: If Encumbrance is searched on the basis of name of Executant
Q 8 What is “NIL EC”
Ans If no deeds of transactions are registered in respect of a property mentioned in the application of EC, nil encumbrance certificates is issued. If Certificate is issued in this form, it means that there are no registered transactions / liabilities on the property for a given period of time
Q 9 Do all transactions appear on EC?
Ans No, an EC only displays transactions for a specific time period if it has been registered with the Sub Registrar's Office in Book-1. Wills and Adoption Deeds registered in Book-3 and Power of Attorney registered in Book-4 are not reflected in EC.

Sub Registrar Offices
Book 1, "Register of non-testamentary documents relating to immovable property".
Book 2, "Record of reasons for refusal to register".
Book 3, "Register of wills and authorities to adopt", and
Book 4, "Miscellaneous Register".
District Registrar Offices
Book 5, "Register of deposits of wills".
Q 10 Whether pending litigations are reflected in EC?
Ans Pending litigation on the property is not reflected in the encumbrance certificate.
Q 11 Whether service of EC is under Sakala?
Ans EC is included under Sakala and the timeline for delivery of service is as follows
a. From 01-4-2004 to till date - 3 Working Days
i) For first 13years - 10 Working Days
ii) More than 13 years (for every increase in ten years) -10+1 days
Q 12 After Login where should the citizen go to get the Encumbrance Certificate?
Ans Under start application Citizen should select Encumbrance Certificate (EC) option to apply.
Q 13 What are the Pre-requisite required to apply for EC?
Ans Required details need to be filled in the respective field like district, taluk, and village.Property-related details like PID/Survey No/Site No/Assessment No/Khata No etc., need to be correctly entered. e-Sign is mandatory to avail a certified copy of the document searched. Hence Aadhaar number is mandatory. It is recommended to have details of Net banking, UPI, or Credit card/Debit card to make payment based on the search period.
Adobe Reader 10 is required to view the downloaded document. In case there is Nilencumbrances, Form-15 will be issued, if not Form-16 which consists of encumbrance will be issued.
Q 14 What are the search parameters in property details to be used by Citizen for agricultural property while applying for EC?
Ans A. Survey Number
B. Surnoc
C. Hissa number.
Q 15 What are the search parameters to be used by citizen for Non-Agricultural property while applying for EC?
Ans A. Property Number Type
B. Present property Number details.
C. Based on property type we can add n number of property number type.
Q 16 Can citizen have an option to include more search parameters?
Ans Yes, enter one or more details to further improve your search (Add more option is available). Like the same we can include more search Parameters.
Q 17 What are the units of measurements while searching an agriculture  type property by property number?
Ans The units of measurement are Acre, Guntas and Cents.
Q 18 How should citizen enter search period in citizen login?
Ans Under Period of EC search citizen must clearly mention the
From Date: Date/Month/Year
To Date: Date/Month/Year
Q 19 How should the citizen get the EC Entries of his document?
Ans Based on search criteria's used and document registration number the EC will be displayed accordingly.
Q 20 Who will verify citizen's application and digitally sign the EC?
Ans The verification and digital signature is being done by the Government officers of Department such as SR, FDA or SDA.
Q 21 On what condition Nil EC is given?
Ans Upon searching a property which is not having any transaction done on it will be provided Nil EC.
Q 22 How the fee is calculated for EC?
Ans Application Fee-Rs.10 Search Fee -Rs.30 (1st year) &Rs.10 (for every subsequent year)
Q 23 What if the Citizen get Nil EC while searching even though he has done transaction on property?
Ans Primarily citizen must use a greater number of search parameters if he has not done while searching EC and verify the registered document details entries.
Q 24 How to download the digitally signed EC?
Ans Upon Signing the document from Departmental staffs, an option to download the signed copy will appear in citizen login through which citizen can download the Signed copy.
Q 25 Is there any option to get EC’s which are register After 01-04-2004?
Ans  Yes: Applicant needs to fill online application form & e-Sign the same which are registered After 01-04-2004
Q 26 How citizen can do online payment for EC?
Ans When citizens receive a notification for payment, citizen can pay the required amount online by selecting the payment gateway and applicable mode of payment and pay the required amount on the fly.
Q 27 Are there multiple payment modes available?
Ans Yes. There is multiple payment modes are available as below

A. Net banking – Applicant  can use their net banking-enabled account to make
     the online payment
B. Debit Card/Credit Card – Applicant can use their Debit/Credit cards which
    are provided by the bank to make the online payment
C. UPI (GPay/Phone Pay)– Applicant  can use their UPI-enabled account to
    make the  online payment

Note: Manual Payment is not acceptable.
Q 28 Is it required to visit office to collect EC?
Ans No, after making successful payment the EC will get downloaded in citizen login.
Q 29 Is the Public Grievance System established?
Ans Yes. The facility is available for citizens to raise grievances for below said helpline number.  Help    Line Contact Number: 080-68265316
Q 30 Is there a facility available for the submission of online complaints?
Ans Yes. The facility is available for citizens to submit the complaints for below-said email idshelpdsr@karnataka.gov.in / igrshelpline@gmail.com
